86 Dodge B 250 conversion?

86 dodge b 250. 390cu. won’t pass emissions, guys says its the carb true false maybe? it is running rough and rich. The guy tried to tell me it needed a valve job.. till I told him the compression was fine… then he started himhawin…. what else causes this.
Details: I picked it up and dragged it home. I was getting black smoke from under the air cleaner (I just left the doghouse off). there is soot all over the top of the engine. Other wise its in mind cond

Your statement begs the question.. how did you come to the determination that the compression is fine? Did you test the engine yourself or is this something someone else told you? There is not enough info (bearing that question in mind) to give you an acurate answer. HOwever, a compression test is done from the spark plug hole with a compression guage… they come with instructions. The compression guage is @ $50. A compression test will tell you (as long as instructions are followed to the letter) if you have leaky valves, worn valve seats, worn piston rings. These are all potential reasons for running rish and/or soot. I would also question the timing on the motor. A motor that is timed to fast will automatically run rich. I would also question the condition of the catalytic converter (if it has one) the catalytic converter is designed to place a specified amount of backpressure on the engine. If it is stopped up then you will run rich because there isn’t enough oxygen flow thru the motor. Spend the money at AutoZone to buy a compression tester and follow the instructions meticulously. Read the instruction for 2 days prior to testing so you understand the dynamics involved.
